Pan-African Youth Organisation

Empowering Africa's Next Generation of Leaders

The Pan African Youth League is dedicated to developing young leaders who will shape Africa's future through innovation, civic participation, and responsible leadership. The initiative promotes youth engagement in governance, entrepreneurship, education, and regional cooperation while encouraging young Africans to become active contributors to sustainable development.As a former President of the Pan-African Youth Commission, Roll Stéphane Ngomat has long championed opportunities that strengthen youth leadership and encourage greater participation in continental affairs. His work continues to reflect a belief that Africa's greatest resource is its young people and their ability to drive meaningful transformation.

African Union ECOSOCC​

STRENGTHENING CIVIL SOCIETY'S VOICE WITHIN THE AFRICAN UNION

Through his leadership within the African Union Economic, Social and Cultural Council (AU-ECOSOCC), Roll Stéphane Ngomat helped strengthen collaboration between civil society organizations and African Union institutions. His work focused on peace and security, governance, electoral integrity, humanitarian affairs, and institutional reform. Having served first within the thematic cluster on political affairs and subsequently as Chair of the Peace and Security Department, he helped advance initiatives promoting democratic governance, security sector reform, and the development of inclusive policies across Africa.

African Peace and Security Union (APSU)

Promoting Peace, Security, and Continental Stability

As Chairperson of the African Peace and Security Union since February 2023, Roll Stéphane Ngomat leads an organisation dedicated to conflict prevention, mediation, peacekeeping, post-conflict reconstruction, and security sector reform.The Union works with governments, regional organisations, and development partners to strengthen peacebuilding efforts while advancing initiatives that support the Women, Peace and Security Agenda and greater youth participation in peace processes. Through collaboration and dialogue, APSU seeks to build resilient institutions capable of responding to Africa's evolving security challenges.

Electoral Observatory

SUPPORTING DEMOCRATIC GOVERNANCE ACROSS AFRICA

Free, fair, and transparent elections are fundamental to democratic development. Through participation in African Union Election Observation Missions, Roll Stéphane Ngomat has contributed to promoting electoral credibility, institutional accountability, and democratic governance throughout the continent.These missions involve observing electoral processes, engaging with stakeholders, and supporting recommendations that strengthen public confidence in democratic institutions and encourage peaceful political participation.

La Francophonie

Advancing Dialogue Through International Cooperation

Recognising the importance of multilingual diplomacy, cultural cooperation, and international dialogue, H.E. Roll Stéphane Ngomat declared his candidacy for the position of Secretary-General of La Francophonie (OIF).

His candidacy was founded on extensive institutional experience, strategic leadership, and a vision designed to address today's global challenges. It promoted leadership grounded in stability, good governance, economic transformation, youth inclusion, dialogue, and unity, while strengthening La Francophonie's influence and relevance on the international stage.

A People Centred Francophonie
Roll Stéphane Ngomat envisioned a Francophonie that is more connected to the realities of its member states and more effective in serving their needs. He advocated for an Organisation Internationale de la Francophonie (OIF) that promotes peace, innovation, economic cooperation, cultural diversity, and meaningful dialogue while remaining faithful to its founding values.
At the heart of his vision was a people-centred approach that empowers every Francophone to engage with the OIF's programmes and become an ambassador for the French language around the world.

From Vision to Action
His programme sought to position the OIF as a practical force for diplomacy, economic development, and crisis management. It proposed transforming the organisation into a dynamic economic and diplomatic institution through initiatives such as: A Francophone Erasmus programme to strengthen educational and cultural exchanges. Expanded support for small and medium-sized enterprises (SMEs).Increased investment and economic cooperation across the Francophone world. Greater employment opportunities through the promotion of the French language as a driver of professional mobility.

Seven Strategic Pillars
His vision rests on seven clearly defined pillars:
- The French language and cultural diversity, cultural diplomacy and international outreach
- Economic integration and sustainable growth within the Francophone community.
- Peace, security, and stability across the Francophone space.
- Democratic governance and the rule of law.
- Financial autonomy and sustainable development.
- Education, youth, women, and innovation.
- Alignment of programmes with the strategic roadmap of La Francophonie.

These pillars were designed to be implemented through a phased approach, combining immediate priorities, medium-term consolidation, and long-term structural reforms.

His ambition was to build a stronger, more influential organisation capable of delivering tangible benefits for Francophone communities worldwide while reinforcing its role as a leading actor in diplomacy, development, and international cooperation.
